SMITHFIELD LITTLE LEAGUE

SIGNIFICANT PITCHING AND SUBSTITUTION RULES

1.          Pitch Count and Require Rest Rules:

            (a)
A pitcher must be removed when he reaches the pitch limit for his age group as noted below, but the pitcher may remain in the game at another position other  than catcher:

                        League Age                   Pitch Limit

                                11-12                            85 pitches per day

                                10                                 75 pitches per day

                        Exceptions:

                        If a pitcher reaches the above pitch limit while facing a batter, he may continue to pitch until any one                         of the following conditions occurs: (x) that batter reaches base;

                       (y) that batter is put out; or (z) the third out is made to complete the half-inning.

            (b)         Little League pitchers must follow these rest requirements:

Pitchers league age 14 and under must adhere to the following rest  requirements:

                        • If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must

                           be observed.

                        • If a player pitches 51 - 65 pitches in a day, three (3) calendar days of rest must be

                           observed.

                        • If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest must be

                           observed.

                        • If a player pitches 21 - 35 pitches in a day, one (1) calendar days of rest must be

                           observed.

                         • If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.

2.          Pitching Restrictions:

A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of                 that day.

3.          New Intentional Walk Rule:

The automatic intentional walk is no longer allowed.  If a pitcher intends to intentionally   walk a batter, he must throw four pitches outside of the strike zone that are not struck at by the batter and are called balls by the umpire.   All such pitches count toward the  pitcher’s pitch count.

4.          Batting Order:

The Smithfield Little League utilizes a 9 player semi-continuous batting order with certain players included in the starting 9 player batting order alternating at bats with substitute  players not in the starting 9 player batting order. Prior to the start of a game, each manager will designate those players that will be alternating at bats.

5.          Substitution Rules:

Every league player present in uniform must enter each game in an active role (except  base coaching) by the start of the second inning and must play defensively at least every other inning for the duration of that game. No player may be substituted during any inning unless a injury has occurred
